  • Expanding access to information through technology in public libraries that serve low-income and disadvantaged communities

Position Summary & Responsibilities: The Planning and Business Officer, Advocacy & Policy works in partnership with Advocacy & Policy team to ensure operational efficiency and effectiveness that will enhance the programs’ ability to achieve its’ vision, goals, and objectives. This position will drive the identification and implementation of process improvements, policies, and procedures that position the Advocacy & Policy team for success through increased efficiency and effectiveness and best practices. This role will also provide critical senior staff counsel to the Director, Advocacy & Policy by ensuring smooth and effective coordination of all work-product within the Advocacy & Policy Program.

  • Contribute to the conceptualization and design of program strategies for the Advocacy & Policy team
  • Develop annual plan for Director, USP Advocacy (e.g., calendar of events and strategic timelines)
  • Work with USP Director of Operations to develop annual USP Advocacy projections for grant budgets
  • Manage ongoing tracking and performance metric management with IPI
  • Work with the Advocacy & Policy leadership team
    • Manage and monitor team performance and progress against goals and support mid-course corrections
    • Identify and facilitate key initiatives that require cross-team coordination.
    • Prioritizes agenda items and coordination of the Directors leadership team meetings and communications based on knowledge of business goals and objectives and synthesis of insights from strategy reviews, key learning sessions with internal and external sources and employee feed-back.
  • Partner with the Director on defining and ensuring clarity of roles, responsibilities and accountability.
  • Coach and mentor a Portfolio Manager.
  • Work with Director and Deputies to hire external support and vendors (e.g., write RFP, conduct interviews, outline scope of work)
  • A minimum of 10 years of experience with responsibility over multidisciplinary functions in organizations and institutions contributing to the development, design, and management of strategies and initiatives that produce significantly improved outcomes. An advanced degree preferred.
  • Demonstrated ability to target critical business problems and apply appropriate decision making/technology/methodologies.
  • Ability to think/work at scale as well as “work in white space,” create new ideas, strategize with passionate commitment to a successful outcome
  • Must also be skilled in group problem solving and working to resolve problems with complex concepts in a dynamic setting.
  • Superior writing and presentation skills with extensive use of visual representations and tools within the Microsoft office suite.
  • Exceptional analytical, organizational and communication skills in positions requiring communication with a broad and diverse audience at all levels of the organization.
  • Must possess strong judgment with a demonstrated ability to handle multiple tasks with competing priorities. Ability to manage confidential information and situations with efficiency, flexibility, diplomacy, while cultivating trust within the team.
  • Ability to mentor staff through influence and feedback, without a direct reporting relationship, and recommend necessary improvements with compassion and firmness; willing to both give and accept feedback about performance.

Charles Stewart Mott Foundation
Program Officer - Environment

The Charles Stewart Mott Foundation seeks a Program Officer for its Environment program. The Foundation’s Environment program supports the work of nongovernmental organizations (NGOs) in two primary areas: conservation of freshwater ecosystems and international finance for sustainability. The program also has a grantmaking interest in growth management and urban revitalization, which is geographically limited to the state of Michigan. The Mott Foundation made 74 environmental grants in 2007, totaling more than $14 million.

The principal responsibility of the new program officer will be to co-manage the Foundation’s efforts addressing freshwater conservation in the Great Lakes basin and portions of the southeastern United States. The Foundation’s grantmaking under this program area emphasizes strengthening environmental NGOs dedicated to the long-term conservation of freshwater ecosystems, influencing the design and implementation of selected public policies, and conserving sites of exceptional ecological value.

Depending on interests and background, the successful candidate also will contribute to the Foundation’s growth management and urban revitalization efforts. The Foundation’s growth management grantmaking is a cross-program initiative aimed at enhancing economic opportunity and social equity for people living in Michigan’s urban and older suburban communities while also protecting the state’s rural landscapes.

The individual filling this position will work in close partnership with the program director and be part of a six-person Environment program team. Additional information about Mott’s environmental grantmaking can be found on the Foundation’s website at www.mott.org.

Primary responsibilities of the program officer will include: designing effective grantmaking strategies; investigating grant requests and developing funding recommendations; monitoring and evaluating individual grants and clusters of grants; preparing, individually and with other team members, reports and other documents for the Foundation's management and Board of Trustees; working with other environmental grantmakers active on issues of mutual interest; assisting with external communications; and, on occasion, supervising consultants.

The successful candidate will:

    • have strong analytical, writing, and verbal communication skills;

    • have at least five-years experience working on relevant issues;

    • be committed to advancing the successful and strategic involvement of NGOs in environmental protection activities;

    • have the desire and ability to work collaboratively and respectfully with established and emerging NGO leaders;

    • demonstrated commitment to working with diverse communities that have shared interests in positive environmental outcomes;

    • have prior experience in thinking creatively and strategically about how to direct limited resources to leverage change;

    • have strong project, time, and budget management skills;

    • be willing to conduct extensive travel (approximately 60 days per year); and

    • be flexible and work well as a member of a team.

    A bachelor’s degree is required; graduate training is preferred. Previous experience in the nonprofit sector is desirable as is experience in public policy reform and/or organizational capacity building. Previous grantmaking experience or experience with foundations is useful, but not necessary. The Foundation may consider candidates with fewer than five years of relevant work experience if such individuals have strong credentials on other criteria important to the position.
